Allows manufacturers of zero emission light-duty trucks (8,500 lbs or less gross vehicle rating) to sell directly to consumers in New Jersey, bypassing traditional franchised dealership requirements

Limits direct-sale manufacturers to a maximum of four retail locations in the state

Requires manufacturers selling directly to own or operate at least one retail service facility in New Jersey equipped to perform warranty and other servicing on their vehicles

Service facilities are not required to be co-located with sales locations

Defines qualifying vehicles as those certified under California Air Resources Board zero emission standards, excluding hybrids, partial zero emission, and advanced technology partial zero emission trucks
