Targets features like heated seats and driver assistance systems that are physically present in the vehicle but software-locked behind recurring payments

Violations constitute consumer fraud, punishable by up to $10,000 for first offense and $20,000 for subsequent offenses, plus potential cease and desist orders, punitive damages, and treble damages

Excludes third-party services that require ongoing costs, such as satellite radio or in-car Wi-Fi
