Establishes a three-year County-Based School Security Pilot Program in the Department of Education for Essex, Mercer, and Camden counties in New Jersey.

Creates county-based mental health services for public school students including individual and group clinical services, mental health screenings, crisis intervention, and referrals to community-based providers.

Provides security infrastructure to participating school districts, including active shooter training, bullet-resistant mobile ballistic shields, and other protective equipment.

Requires the Commissioner of Education to collaborate with the Commissioners of Human Services, Children and Families, and the Director of the State Office of Emergency Management to implement the program.

Appropriates $15 million from the General Fund and mandates annual reports to the Governor and Legislature for three years evaluating the program's effectiveness.
