Requires the New Jersey Division of Consumer Affairs to develop a disclosure statement for prospective purchasers of lithium-ion battery electric vehicles covering environmental impacts of lithium extraction, scarcity of lithium reserves, and the source of lithium in the specific vehicle battery being sold.

Mandates all businesses selling lithium-ion powered vehicles in New Jersey to present the disclosure statement to purchasers and obtain a signed affirmation of receipt.

Establishes civil penalties of $150 for first violations and $300 for subsequent violations, enforceable through summary proceedings under the Penalty Enforcement Law of 1999.

Takes effect 13 months after enactment, with the Division of Consumer Affairs authorized to take preparatory actions before that date.
