Defines "antisemitism" using the International Holocaust Remembrance Alliance's working definition adopted May 26, 2016, which characterizes it as "a certain perception of Jews, which may be expressed as hatred toward Jews" directed at individuals, property, or Jewish institutions

Legislative findings reference Hamas and Hezbollah as U.S.-designated Foreign Terrorist Organizations and cite the October 7, 2023 Hamas attack on Israeli civilians

Findings criticize student organizations at higher education institutions that expressed support for Hamas or used antisemitic rhetoric following the October 7 attack

Bill takes effect immediately upon enactment and supplements Title 18A of the New Jersey Statutes governing education
