Establishes the "Jersey Vines Program" within the New Jersey Department of Agriculture to encourage, advertise, and promote wine produced by licensed plenary and farm wineries in the state

Requires wines promoted under the program to be produced using grapes, fruits, and other ingredients cultivated and grown in New Jersey

Directs the program to increase consumer awareness, organize advertising campaigns, and disseminate information about the variety and availability of New Jersey wines and the wineries, vineyards, and farms that produce them

Creates a "Jersey Vines" labeling program modeled after the existing "Jersey Fresh" program to identify wines produced in the state

Takes effect immediately upon enactment, with the Department of Agriculture required to adopt implementing rules and regulations
