Public utilities must reimburse business customers for financial losses when the business ceases operations due to a service interruption requiring the utility to repair or replace equipment on the customer's property.

The Board of Public Utilities determines reimbursement amounts based on documentation submitted by the affected business customer.

Reimbursement requirements do not apply during emergency events, defined as natural or human-caused occurrences beyond utility control (storms, earthquakes, floods, etc.) affecting at least 5% of customers in an area or triggering a state/federal emergency declaration.

Utilities cannot include reimbursement costs in their rate base or recover these amounts from other ratepayers.

Takes effect immediately but remains inoperative for 60 days following enactment.
