Creates a guaranteed admissions program requiring New Jersey public colleges and universities to automatically offer conditional admission to eligible 12th-grade public school students based on academic merit

Eligibility requires state residency for at least one year prior to application and first-time applicant status to a full-time undergraduate degree program

Academic merit criteria include cumulative GPA and class rank at end of 11th grade, coursework complexity (honors, AP, IB courses), standardized test scores, and statewide assessment performance

Secretary of Higher Education may set different academic merit thresholds for each public institution based on selectivity; guaranteed admission does not include specific majors or specialized programs

Requires annual reporting to the Governor and Legislature with demographic data on admitted students and assessment of program impact on reducing out-of-state migration and increasing enrollment among low-income and underserved populations
