Requires the State Capitol Joint Management Commission to adopt and implement an environmental sustainability plan for the State House Complex, with mandatory revisions at least every four years

Sustainability plan must include energy efficiency initiatives, water conservation techniques, LEED green building principles, and methods to reduce carbon emissions including tree planting and carbon credit purchases

Food services at the complex must be addressed in the plan, including consideration of locally produced Jersey Fresh products and compostable serviceware

Commission must issue annual progress reports on plan implementation, made available free to the public and posted on Governor and Legislature websites

Creates an advisory committee of environmental sustainability experts to assist with plan preparation and implementation, and requires sustainability considerations in all contracting decisions
