New Jersey Cybersecurity and Communications Integration Cell, Office of Information Technology, and New Jersey Big Data Alliance must coordinate to develop an advanced cyberinfrastructure strategic plan for the state

The plan must assess the state's public and private cyberinfrastructure, including high-performance computing, data storage systems, data center facilities, visualization environments, and the networks connecting these resources

A roadmap must be created for cyberinfrastructure improvements, including development of a shared data cloud with an open data repository to facilitate collaboration between academia, industry, and government, plus high-speed network infrastructure

The plan must identify workforce development strategies, cybersecurity risk mitigation measures, privacy controls, and strategies for using cyberinfrastructure to drive economic development and public-private partnerships

The strategic plan must be submitted to the Governor and Legislature within one year of the bill's effective date
