Removes the $35,000 gross sales threshold for the Act's coverage, expanding protections to "business format" franchises where no direct sales occur between franchisor and franchisee.

Grants franchisees the right to terminate, cancel, or not renew a franchise with 60 days notice, and prohibits franchisors from requiring excessive damages, personal debt guarantees, or non-compete restrictions exceeding six months or extending beyond the franchise's county after termination.

Prohibits franchisors from requiring facility relocations or operational modifications more than once every five years unless the franchisee can earn a reasonable return and full investment recovery within 10 years.

Bars franchisors from receiving vendor commissions or payments, requiring purchases from vendors without securing best pricing, and competing within a franchisee's exclusive territory.

Requires franchisors to maintain fiduciary duty over advertising funds collected from franchisees with annual reporting on fund usage, and prohibits forum selection clauses that restrict where franchisees can bring legal claims.
