Establishes a fee system for PRO members based on e-cigarette sales volume and environmental impact, with lower fees for reusable or recyclable products and higher fees for those containing hazardous materials

Prohibits sale of e-cigarettes by non-participating producers starting six years after enactment, with civil penalties of $500 per violation and administrative penalties up to $10,000 per day for any bill violations

Requires annual reporting to DEP on collection quantities, processing methods, program costs, and participating producers, with reports posted publicly online
