Directs the Department of Community Affairs to adopt model standardized application forms and checklists that municipalities may optionally use

Requires professionals reviewing development applications to submit annual statements detailing amounts billed and collected for each application, which municipalities with websites must post publicly

Expands the informal concept plan review process to include boards of adjustment, and exempts residential parking standards in redevelopment plans from state site improvement standards
