Creates a 15-member Fleet Conversion Task Force within the Department of Environmental Protection to study challenges faced by commercial motor vehicle fleet owners in converting to zero-emission vehicles

Task force membership includes the Commissioners of Environmental Protection and Transportation, BPU President, NJ Transit and Port Authority executives, plus public members appointed by the Governor, Senate President, and Assembly Speaker

Requires public hearings across the state and stakeholder feedback from public fleets, trucking companies, utilities, railroads, EV infrastructure producers, environmental justice organizations, and labor unions

Task force must submit findings and recommendations within 18 months of its organizational meeting, including whether to extend its term or convert to a permanent fleet advisory council

Task force dissolves 30 days after submitting its report unless otherwise provided by law, rule, or regulation
