Requires the Commissioner of Community Affairs to adopt standards for balcony solar panel systems through amendments or an addendum to the State Uniform Construction Code's electrical subcode.

Defines balcony solar panel systems as plug-in devices with dimensions not exceeding 50 by 30 inches (1,500 square inches) that generate solar energy through a standard plug without feeding power back into the grid.

Establishes guidance for both U.S.-designed balcony solar panels and systems designed for other countries that require home electrical modifications for safe use in New Jersey.

Addresses safety concerns arising from international voltage differences in electrical sockets that may make foreign-designed plug-in solar panels incompatible with U.S. homes without modification.
