Exempts "intra-utility transportation or processing" of soil and fill recyclable materials from licensing requirements when public utilities or their contractors transport materials between utility facilities for temporary storage and characterization before final disposal.

Removes brokers, consultants, and salespeople from the definition of "key employee," eliminating requirements for these individuals to undergo fingerprinting and complete personal history disclosure forms when working with A-901 license applicants.

Clarifies that property owners who hire licensed companies to handle waste disposal at their own properties are not considered "brokers" requiring separate licensing.

Excludes alternative fill approved by a licensed site remediation professional and remediation activities at LSRP-overseen sites from soil and fill recyclable materials licensing requirements.

Creates a de minimis exemption for transportation to or from, or storage at, a single site of less than 200 cubic yards of soil and fill recyclable materials per day, and extends the deadline from 30 to 45 days for registrants to submit soil and fill recycling license applications after rules are adopted.
