Requires the State Treasurer and Chief Technology Officer to create a free, searchable public website displaying annual State expenditures, revenues, and bonded indebtedness data from fiscal year 2000 onward.

Website must include agency disbursements, employee salaries, vendor payments, bond debt details, tax receipts, federal grants, and other financial information from the central accounting and payroll systems.

Establishes a 13-member Public Finance Transparency Committee within the Department of the Treasury, including legislators, state officials, and public members, to advise on website development and expansion.

Financial data must be posted within 45 days after each fiscal year ends and cannot be removed from the website once posted.

Website accessibility requirements take effect on the first business day of the seventh month after enactment; private, personal, or confidential information protected by law is exempt from disclosure.
