New Jersey Department of State would establish a "Reproductive Health Travel Advisory" to inform residents about reproductive healthcare restrictions in other U.S. states before traveling while pregnant.

The advisory would use a three-tier color-coded system: Blue (exercise normal caution), Yellow (exercise increased caution with restricted access and potential prosecution risk), and Red (reconsider travel due to extremely restricted access and potential adverse medical outcomes).

State-by-state descriptions would cover gestational duration bans, waiting periods, insurance coverage bans, medication restrictions, constitutional protections, available patient funding, and criminal/civil liability for patients and providers.

The Department of State must publish the advisory prominently on its website and update it whenever any state changes its laws, rules, or regulations concerning reproductive healthcare services.

The bill takes effect immediately upon enactment and supplements existing law under P.L.2021, c.375.
