Partnerships and joint ventures may bid on public works contracts for heavy infrastructure projects (roads, bridges, tunnels, railways, airports, seaports, transit systems, water/wastewater facilities, utilities, environmental remediation) if each party is independently registered as a contractor.

Prior to contract award, partnerships and joint ventures must register with the New Jersey Department of Labor and Workforce Development to obtain a Public Works Contractor Registration certificate and designate a primary contract manager.

All parties to a partnership or joint venture are held jointly and severally liable for any failure to perform or comply with contract requirements, regardless of which party caused the failure.

Contract cancellation and other penalties may be imposed on the partnership or joint venture for noncompliance or failure to perform.
