State agency heads must complete a review of operations within six months to identify cost savings through increased Internet and email use for providing services and conducting public business.

Reviews must examine all agency functions involving information exchange, public communications, interactions with other government entities, and payment processing.

Agencies must implement Internet-based solutions in every instance where cost savings are determined to be feasible.

Existing requirements for certified/registered mail notices and newspaper publication of official notices remain unchanged and are not affected by this act.

"State agency" broadly includes all Executive, Legislative, and Judicial branch departments, independent authorities, commissions, and interstate agencies involving New Jersey.
