Extends the Municipal Stabilization and Recovery Act oversight period from 109 months to 181 months (approximately 15 years total) for municipalities deemed in need of stabilization and recovery

Changes the required recovery plan duration from nine years to fifteen years for affected municipalities

Expands the Director of Local Government Services' authority to include oversight of zoning and planning board reorganization, appointment of master developers, and Casino Reinvestment Development Authority matters where applicable

Requires the director's final report to the Governor and Legislature to be submitted by the 16th year following a municipality's stabilization determination, rather than the 10th year

Takes effect immediately and applies retroactively to December 1, 2025, with any municipal actions during the retroactive period subject to director review and approval
