Creates a two-year pilot program allowing selected New Jersey counties and municipalities to use a streamlined hiring process for certain Civil Service positions, reducing time between vacancy requests and hiring qualified candidates.

Requires the Civil Service Commission Chair to establish program scope and selection criteria, with participating jurisdictions chosen from northern, central, and southern regions representing urban, suburban, and rural areas across various government types.

Participation is voluntary; counties and municipalities must apply and provide information on hiring needs, position numbers, and turnover rates.

Allows participating jurisdictions to post vacancies and administer examinations (created by the Commission) with Commission approval, then submit results for certification review.

Candidates hired through the streamlined process cannot be required to be replaced when subsequent certified eligible lists are issued, and must complete a working test period to achieve civil service status.
