Authorizes New Jersey school districts to administer motor vehicle services at school facilities to help individuals become school bus drivers, including providing CDL manuals, verifying identification, processing permit fees, and administering knowledge tests.

School districts may process applications for passenger endorsements, school bus endorsements, and other required endorsements for prospective school bus drivers.

Road tests must still be administered by the Motor Vehicle Commission and cannot be conducted by school districts.

Requires the NJ Motor Vehicle Commission to implement a program promoting the administration of these services at school facilities and to coordinate with school districts.

The Chief Administrator of the MVC must promulgate rules and regulations to implement the program.
