Allows New Jersey residents to purchase individual health insurance policies from insurers licensed in any other U.S. state, bypassing New Jersey-specific insurance regulations

Defines "resident" as someone whose primary residence is in New Jersey and who is present in the state for at least six months of the calendar year

Permits employers to reimburse employees for health insurance costs purchased from out-of-state insurers under this act

Stipulates that health insurance purchased from out-of-state insurers satisfies any legal obligation to maintain health coverage in New Jersey

Takes effect 90 days after enactment
