Establishes a program under the State Agriculture Development Committee (SADC) to acquire development easements on privately-owned woodlands of at least 20 acres with at least 10 percent canopy cover.

Eligible woodlands must be devoted in whole or part to agricultural production or tree/forest product sales, and non-agricultural areas must be managed under an approved forest stewardship or woodland management plan.

Authorizes grants covering up to 80% of acquisition costs for local government units and qualifying tax-exempt nonprofits to purchase permanent development easements on woodlands.

Permits use of constitutionally dedicated corporation business tax revenues from the Preserve New Jersey Farmland Preservation Fund to finance easement acquisitions.

Requires SADC to adopt implementing rules and regulations within one year and to coordinate with federal agencies including the U.S. Forest Service to pursue available funding through programs like the Forest Legacy Program.
