Public institutions of higher education in New Jersey must post crime statistics and bias intimidation data on their websites in a prominent, easily accessible location to receive state student assistance funding.

Governing boards must adopt policies prohibiting bias intimidation that include disciplinary procedures, reporting mechanisms, investigation requirements, and mandatory notification to law enforcement when incidents are reported.

Institutions must incorporate a mandatory course module on bias intimidation into first-year student programming covering prevention measures, campus policies, and incident statistics.

Each institution must designate an employee or office responsible for receiving and tracking all bias intimidation reports and must inform both accusers and accused of disciplinary proceeding outcomes.

Institutions must distribute the bias intimidation policy to all students and employees within seven days of each semester's start via email or other appropriate means.
