Creates a 15-member "College Child Care Advisory Commission" in New Jersey to examine child care needs of college students and develop recommendations for programs and services.

Commission membership includes the Secretary of Higher Education, Commissioner of Education, four legislative appointees with relevant expertise, and nine gubernatorial appointees representing educators, child care providers, and a college student parent.

Commission duties include compiling statistics on college students with children in child care, reviewing existing institutional programs and grant availability, and promoting partnerships between colleges and child care providers to potentially use campus facilities.

All appointments must be made within 30 days of the act's effective date, with the commission required to organize within 60 days.

Final report with findings and recommendations due to the Governor, Legislature, and all higher education institution presidents within one year of organization, after which the commission expires.
