Extends New Jersey's tuition-free benefit (up to 16 credits per semester at public institutions) from dependents of NJ National Guard members killed in duty to include dependents of all U.S. Armed Forces members who died while on active duty

Creates a new monetary award equal to 10% of tuition costs for eligible students to cover non-tuition expenses such as housing, dining, fees, or supplies

Requires students to apply for all available state and federal grants, scholarships, and VA tuition benefits under the Post-9/11 Veterans Educational Assistance Act before receiving the benefit

Benefit available to both children and surviving spouses pursuing undergraduate or graduate studies at New Jersey public higher education institutions

Takes effect immediately and applies starting the first full academic year following enactment
