Creates the New Jersey School Counts County College Scholarship Program offering up to $2,000 per year (maximum $4,000 over two years) for eligible high school graduates to attend county colleges full-time.

Requires students to apply at the start of freshman year of high school and earn a School Counts certificate by maintaining 95% attendance/punctuality, a C average or better, completing more than minimum graduation credits, and passing Algebra I.

Funds the program through State matching funds, county college contributions, and private donations, with each participating county college eligible for up to $500,000 in State matching funds.

Phases in participation starting with four county colleges in the first year (representing north, central, and southern regions), adding three colleges annually until all county colleges participate.

Requires scholarship recipients who are dismissed for academic or disciplinary reasons to repay the full scholarship amount, with potential suspension of professional licenses for non-repayment.
