Secretary of Higher Education may appoint an antisemitism monitor to any New Jersey institution of higher education at their discretion, with the institution required to pay the monitor's salary and provide necessary support and access.

Monitors will review institutional policies on combating antisemitism, assess efforts to create safe environments for Jewish students and staff, and establish procedures for reporting antisemitism incidents including anonymous submissions.

Quarterly progress reports must be submitted to the Secretary and the institution's governing board, containing recommendations for the institution and proposed legislation for the Legislature.

Institutions are required to implement recommendations issued by their antisemitism monitor.

Non-compliance may result in reduction or total withdrawal of state funding for operational and capital costs, or loss of student eligibility for state financial assistance programs.
