Creates the "Manufacturing Workforce Development Grant Program" administered by the Secretary of Higher Education in consultation with the Commissioner of Labor and Workforce Development to fund partnerships between county colleges and local manufacturers for student internships.

Requires 85% of grant funds to be used for student stipends for internship hours worked, with the remaining 15% covering program administration costs and career counselor positions.

Students completing program internships receive academic credit toward an associate's degree and may earn employment offers from participating manufacturers.

Grants priority status to county colleges offering internships in designated labor demand occupations, with geographic distribution across northern, central, and southern regions and urban, suburban, and rural areas.

Mandates annual reporting to the Governor and Legislature by December 31 on partnerships created, student participation, skills learned, transfers to four-year institutions, employment offers, and fund distribution.
