Establishes a permanent 18-member "New Jersey Anti-Semitism Task Force" within the Department of State to research anti-Semitism and develop recommendations to address its harms.

Task force membership includes four legislative leaders (or designees), chairs of the Holocaust Education Commission and Israel Commission, representatives from law enforcement, the Anti-Defamation League, Simon Wiesenthal Center, Hadassah, and five public members.

Requires the task force to hold at least four public meetings annually (one in-person minimum), invite expert testimony, and encourage public participation on issues including anti-Semitism at college campuses and universities.

Mandates annual reports to the Governor and Legislature on the state of anti-Semitism in New Jersey, with the first report due within 12 months of the initial meeting.

Cites 2018 data showing New Jersey ranked third nationally in anti-Semitic incidents with 200 reported cases, concentrated in Bergen (36), Middlesex (23), Ocean (21), and Union (19) counties.
