Lowers the full-time employee threshold for manufacturing businesses to qualify for NJEDA sales and use tax exemption certificates and Grow New Jersey Assistance Program incentives from 250 employees to 125 employees

Reduces mega project qualification requirements in port districts, aviation districts, and urban transit hubs from 250 to 125 full-time manufacturing employees (or from 1,000 to 500 manufacturing employees for larger projects)

Maintains the existing 250-employee threshold for non-manufacturing positions while creating the new lower 125-employee standard specifically for manufacturing jobs

Adjusts phased project requirements so first phases need 100 manufacturing employees (down from 200) and second phases need 50 additional manufacturing employees (down from 100)

Transfers program administration from the former New Jersey Commerce Commission to the New Jersey Economic Development Authority
