Establishes a permanent "Trenton Makes Commission" within the New Jersey Economic Development Authority to develop strategies for attracting new manufacturing businesses and strengthening existing manufacturers in the state

Commission consists of 13 voting members including appointees from the Governor, legislative leaders, and representatives from the NJ Manufacturing Extension Program, NJ Business & Industry Association, NJ Chamber of Commerce, and higher education institutions

Two ex officio members serve: the CEO of the NJ Economic Development Authority and the Secretary of Higher Education (or their designees)

Initial appointed members serve four-year terms, with subsequent gubernatorial appointees serving two-year terms; members serve without compensation but may be reimbursed for expenses

Commission must study other states' manufacturing incentive approaches, identify cost-effective techniques to attract and support manufacturers, consult with scientific and academic experts, and report findings to the Governor and Legislature within one year of its first meeting
