Creates the "Civil Air Patrol Fund" as a non-lapsing fund within the New Jersey Department of Military Affairs to support the state's Civil Air Patrol Wing

Requires annual appropriations of $275,000 from the General Fund, with an initial appropriation of $275,000 upon enactment

Fund may support cadet programs in STEM, aviation, space careers, search and rescue, disaster relief, cyber training, and flight training

Authorized uses include purchasing a Redbird flight simulator, hangar space rental, maintenance, First Aid/CPR training, and Incident Command System courses

State Treasurer must certify the fund balance to the Legislature within 180 days of enactment and periodically thereafter; unspent monies carry forward
