Prohibits New Jersey local governments from adopting any ordinance, resolution, or rule allowing noncitizens to vote in local elections, declaring any such existing or future policies null and void as against public policy

Establishes that voting to approve noncitizen voting measures constitutes a violation of an elected local government officer's oath of office under R.S.41:1-3

Amends the Local Government Ethics Law to add violations of an elected official's oath of office (including support of U.S. and New Jersey Constitutions) as a prohibited action subject to potential fines

Cites Article II, Section I, paragraph 3 of the New Jersey Constitution and Title 19 of state statutes as the legal basis restricting voting eligibility to U.S. citizens
