Creates the State Board of Naturopathic Examiners within the Division of Consumer Affairs, consisting of nine members: six licensed naturopathic doctors with at least five years of practice experience, two public members, and one State executive department member

Requires naturopathic doctors to hold a degree from an accredited program with minimum 4,100 total hours of training (including at least 2,500 hours of academic instruction and 1,200 hours of supervised clinical training) and pass the Naturopathic Physicians Licensing Examination (NPLEX)

Authorizes naturopathic doctors to perform physical and laboratory examinations, order diagnostic imaging studies, prescribe certain drugs consistent with their training, and utilize various administration routes including oral, intravenous, and intramuscular

Establishes a Naturopathic Childbirth Attendance Advisory Committee and requires naturopathic doctors to obtain a special competency certificate before practicing childbirth attendance

Licenses are valid for two years and may be issued without examination to doctors licensed in other states with substantially equivalent requirements
