Establishes a four-year Wine and Grape Education Grant Program through the Secretary of Higher Education to fund degree-granting or certificate programs in grape growing, wine making, and business operations at public universities

Appropriates $1.5 million from the General Fund, with grants of up to $500,000 awarded to three four-year public institutions—one each in southern, central, and northern New Jersey

Requires grant applicants to submit plans for program establishment or expansion, demonstrate partnerships with nonprofits and local wineries for real-world experience, and project student participation numbers

Permits students under age 21 to enroll in wine and grape science programs, but prohibits them from coursework or events involving alcohol consumption

Mandates the Secretary submit a report to the Governor and Legislature on program implementation, student participation, and recommendations six months before the program concludes
