Requires New Jersey school boards to adopt policies prohibiting obscene material in school libraries and establishing criteria for appropriate library content.

Mandates procedures for investigating school employees accused of violating state obscenity laws (N.J.S.2C:34-3), which prohibit distributing or exhibiting obscene material to minors.

Directs the Commissioner of Education, in consultation with the State Librarian, to develop guidance including examples of prohibited obscene material, when to refer allegations to law enforcement, and recommended disciplinary actions up to dismissal for convictions.

Authorizes the Commissioner of Education to withhold state funding from school districts that fail to comply with the act's requirements.

Takes effect on the first day of the fourth month following enactment.
