Prohibits New Jersey public school districts from teaching 14 specified concepts labeled as "critical race theory," including that any race or sex is inherently superior, that individuals bear responsibility for historical actions of their racial group, or that meritocracy is inherently racist.

Allows continued teaching of ethnic group history, impartial discussion of controversial historical topics, instruction on historical oppression, and use of historical documents.

Authorizes the Commissioner of Education to withhold state funding from school districts that knowingly violate these provisions until compliance is achieved.

Requires the State Board of Education to adopt rules prohibiting teachers from political, ideological, or religious advocacy in classrooms, including endorsing candidates, legislation, or taking partisan positions on controversial issues.

Mandates teachers present both sides of "controversial issues" (defined as topics appearing in electoral party platforms) in a fair-minded manner, with penalties up to termination for violations.
