Bars entities that sell, transfer, or disclose data to foreign adversaries from entering State contracts, subcontracts, public works registrations, economic development subsidies, tax abatements, tax clearance certificates, urban renewal certifications, and redeveloper designations.

Requires the Department of the Treasury to create and maintain a public list of entities determined to share data with foreign adversaries, updated at least every six months, with notice and opportunity to comment before inclusion.

Mandates that contractors certify they are not on the prohibited list before contract award, renewal, or extension; false certifications may result in penalties up to $1,000,000 or twice the bid amount, contract termination, and five-year ineligibility.

Prohibits State agencies from banking with, investing in, or obtaining insurance from financial institutions on the prohibited list.

Exempts data sharing required by lawful subpoenas, court orders, legitimate international business transactions consistent with U.S. export laws, and publicly available non-sensitive data.
