Mandates quarterly meetings at the State House in Trenton between the Governor, Senate President, Senate Minority Leader, Assembly Speaker, and Assembly Minority Leader for at least two hours each session

Requires each meeting to include both a private portion followed by a public portion open to citizens

Topics for discussion include the state of the State, pending legislation, legislative ideas, and public policy issues of interest to New Jersey residents

All five officials must attend every meeting in person for the full duration and cannot send representatives

During public portions, officials must report on the state of the State and may optionally accept and respond to questions from the public
