Prohibits health insurance carriers from requiring pre-approval or precertification for prenatal ultrasound screenings that are covered under a health benefits plan and prescribed by a licensed health care provider.

Applies the same prohibition to third party administrators, preventing them from conditioning payment on pre-approval or precertification by the administrator or benefits payer.

Extends the pre-approval/precertification ban to health benefits contracts purchased by the New Jersey State Health Benefits Program and the School Employees' Health Benefits Program.

Takes effect immediately upon enactment and applies to health benefits plans issued or purchased on or after that date.
