Applies to the U.S. Congress for an Article V Convention of States limited to proposing constitutional amendments that impose fiscal restraints on the federal government, limit federal power and jurisdiction, and establish term limits for federal officials and members of Congress.

The application remains in effect continuously until at least two-thirds of state legislatures (34 states) submit applications on the same subject, as required by Article V of the Constitution.

Cites concerns including the national debt from "improper and imprudent spending," unfunded federal mandates that invade state roles, and the federal government's departure from proper constitutional interpretation.

Requires copies of the resolution be transmitted to the President, Vice President, congressional leadership, all New Jersey members of Congress, all state governors, and presiding officers of all state legislatures.
