Proposes amending Article VIII, Section IV, paragraph 1 of the New Jersey Constitution regarding the Legislature's duty to maintain a "thorough and efficient system of free public schools" for children ages 5-18

Grants the Legislature broad discretion over school funding, including determining amounts from State and local districts, allocation formulas, and how funds are raised

Explicitly states that nothing in the amendment requires any minimum or maximum funding amount from the State for public schools

Removes potential constitutional constraints on the Legislature's authority to regulate school funding in whatever manner it deems appropriate

Would be submitted to voters at a general election occurring more than three months after legislative approval, with required publication in county newspapers
