Proposes a constitutional amendment to Article IV, Section IV, paragraph 6 of the New Jersey Constitution requiring all bills and joint resolutions to be posted on the Legislature's website for at least seven full calendar days before a final vote.

Replaces the current one-day waiting period between second and third readings with the seven-day public availability requirement.

Requires that each time a bill receives a second reading, the seven-day waiting period resets, ensuring public access to the final text before any vote.

Allows the Legislature to bypass the seven-day requirement with a three-fourths supermajority vote declaring a bill an emergency measure.

If approved by the Legislature, the amendment would be placed on the ballot at the next general election occurring more than three months after final agreement for voter approval.
