Proposes amending the New Jersey Constitution to establish an indirect initiative and referendum process allowing citizens to propose constitutional amendments, new laws, or repeal of existing laws to the Legislature.

Requires signatures from 10% of votes cast in the preceding gubernatorial election for constitutional amendment initiatives and 6% for law proposals, with proportional signatures required from each of four geographic regions (northeastern, northwestern, central, and southern counties).

Gives the Legislature and Governor two months to act on submitted petitions; if no action is taken on a substantially similar proposal, the measure goes directly to voters at the next general election.

Prohibits initiative or referendum on proposals requiring or prohibiting facility siting in specific counties or municipalities.

Protects voter-approved laws from legislative amendment or repeal for two years except by three-fourths vote in each house, and for three additional years except by three-fifths vote.
