Creates a 14-member special legislative committee called the "New Jersey Public Employee Health Care Program Costs Investigation Committee" with 6 Senate appointees and 8 General Assembly appointees, with bipartisan requirements for appointments.

Directs the committee to investigate premium increases in the State Health Benefits Program and School Employees' Health Benefits Program, including the reasoning behind those increases.

Authorizes investigation into allegations that the Governor's Office pressured Department of Treasury staff to halt a $34 million contract dispute with Horizon Blue Cross Blue Shield.

Grants the committee subpoena power to compel testimony and document production, with the requirement that subpoenas receive written consent from both co-chairs, both vice co-chairs, the Senate President, and the Assembly Speaker.

Requires the committee to issue findings and recommendations on legislation, policy changes, and future State health care program contract negotiations.
