Declares the Division of State Lottery's rule N.J.A.C. 17:20-1.5, adopted August 17, 2023, permitting direct online lottery ticket sales by the division to be inconsistent with legislative intent

Cites N.J.S.A. 5:9-11 of the State Lottery Act, which prohibits issuing a license to any person (including state departments and instrumentalities) to engage in business exclusively as a lottery sales agent

Gives the Division of State Lottery 30 days from transmittal of the resolution to amend or withdraw the rule, or face potential invalidation by a subsequent legislative concurrent resolution

Invokes Article V, Section IV, paragraph 6 of the New Jersey Constitution, which grants the Legislature authority to review and invalidate agency rules found inconsistent with legislative intent

Requires copies of the resolution to be transmitted to the Governor, Secretary of the Department of Treasury, and Executive Director of the Division of State Lottery
