Proposes amending the New Jersey Constitution to allow casino gaming at Monmouth Park Racetrack and Meadowlands Racetrack, expanding beyond the current Atlantic City-only restriction.

State revenues from these casinos would be dedicated as follows: 45% for property tax reductions, 20% for extraordinary special education aid, 10% for State pension systems, 10% for retired State employee cost-of-living adjustments, 10% for Atlantic City tourism support, and 5% for the horse racing industry.

The Legislature would determine the specific types and number of casino games permitted, establish regulations, and set tax rates through subsequent legislation.

Requires voter approval at a general election occurring more than three months after legislative agreement, with the ballot question published in newspapers at least three months before the election.
